KAPANKE GOES TO A NEIGHBORING STATE FOR FRESH IDEAS ON BALANCING THE BUDGET
A local state senator went looking for budget ideas. We talked to Dan Kapanke between meetings yesterday with lawmakers and department heads in Minnesota's state government. Kapanke says Minnesota already has some departments start at zero and justify every dollar they request for their budget. The republican feels Wisconsin could benefit from a similar strategy. He says business as usual in Madison won't fix the state's budget problems.
