One reason Wisconsin's prison population has dropped two years in a row, maybe the fact that some would be offenders are being given one more chance to correct themselves before heading to the big house. But does it always work?

 

Lacrosse County Judge Scott Horne says bootcamps can give structure and discipline.....but a breakdown occurs when the offender is released back into the same enviroment of crime they faced when they went in.

Providing more structure and release provisions, Horne says, are keys to offenders staying out of prisons.
