A La Crosse shooting victim has been identified.   La Crosse police say You Moua is the 19 year old woman who was shot to death in a yard on the southside of La Crosse Sunday night.   They say the shooting of Moua apparently followed a connected shooting in the 700 block of Ferry street earlier in the evening in which no one was hurt.   Police say the shootings and the death of Moua is a domestic-related crime and is still under investigation.
