Frac Mining Appeal In Winona County

Twelve Winona County citizens filed a court appeal July 1st contesting the Winona County Board’s decision in June to award a Conditional Use Permit for the Nisbit frac sand mine in Saratoga Township. The Nisbit mine is the only frac sand mine to receive a permit since the county’s frac sand mining moratorium expired in 2012. This May, the same 12 citizens appealed Winona County’s decision not to order a comprehensive Environmental Impact Statement on the Nisbit mine, and that appeal remains pending.
