If UW-L goes tobacco free soon, Chancellor Joe Gow says many questions are in his way to signing the pact. Where would people light up is one question. The other? Who enforces it.

Gow says he doesn't want to see hundreds of students and staff littering neighborhoods around the campus with butts and garbage. If one of 4 campus groups doesn't approve the plan, Gow won't approve it. If the tobacco free initiative is approved, it will go into effect July 1st.
