La Crosse's two high schools are among those in Wisconsin missing the mark under federal No Child Left Behind standards.   The state's education department says Central high's graduation rate wasn't up to snuff.  Logan high, meanwhile, missed making adequate yearly progress in special education reading and math.   Logan receives Title 1 federal funding and so would be subject to sanctions if it continues to miss progress markers in coming years.
