Unfairness in governor Walker's transportation budget plan?   It might seem that way to those crunching the numbers on the $6.2 billion proposal from the governor.  13% of the total for all transportation infrastructure funding over the next two years is for just two projects in Milwaukee.  But it seems like it goes that way more often than not, says Onalaska state rep, Steve Doyle
