Another La Crosse city council committee votes tonight on standards for economic incentives.  Council member Doug Happel is on the council finance committee which consider standards for creating incentives for business development in the city.  'Bout time, says Happel, that there's some kind of standards for complex financial arrangements like TIFs

With the incentive standards also comes a plan to create a public private economic development commission that would review proposed projects looking for public financing.
