Harter Vetoes Policy for Filling Vacancies

La Crosse's mayor will not let his power of 'no' go lightly. Mayor Matt Harter has vetoed a city council resolution on procedures for filling vacant positions in the city. The mayor says he understands why the council wanted a new policy.   He says anytime the city can approve processes, it's a good thing.   Harter just thinks the approved resolution on new hires is lacking in alllowable time for evaluation on whether requested personnel are even needed.
