If drunk driving laws are re-written this year to make them stiffer, should they apply to everyone that gets nailed for a D.U.I or O.W.I.? Not everyone says State Representative, Jill Billings.

Billings says first time offenders in La Crosse County go through the O.W.I. court and most of them do not re-offend. She says any new rules would be for those that drink and drive continously.
