Restraining Orders Can Have Limited Effect

Sometimes, the strongest restraining order won't prevent domestic violence from occurring.  Zina Haughton had a four year restraining order placed on her husband just days before she and two other women were gunned down by Radcliffe Haughton at the Brookfield salon shooting on Sunday.  Restraining orders tend to be more reactionary, says Ann Kappauf at the New Horizons shelter in La Crosse
