CellPhone Ban Goes Into Effect November 1st For Teen Drivers

Teenagers talking on their cellphones while driving face fines starting in November as state traffic laws tighten up. La Crosse County D.A., Tim Gruenke.

Except to report an emergency. Teens aren't the only ones affected by the new law, since others hold probationary licenses, including drivers from other countries, new state residents under 21 and people with suspended or revoked instructional permits.
