TIF Policy Spurned by Council Committee
A new La Crosse city policy that would end cash
grants to businesses in TIF districts appears to have stalled for now. A
city council committee has rejected a new TIF policy put forward by mayor Matt
Harter in response to a proposal from Kwik Trip to expand at their
headquarters. In that complicated deal, Kwik Trip stands to get cash back
through TIF financing. Harter wants something in place that restricts
that. The new policy would do that as well as eliminate job incentives for
businesses through TIFs and standardize who receives TIF financing and
why. The council committee expressed concern that the new policy simply
was not ready.
