So why did the La Crosse City Administrator referendum fail? We asked UW-L Political Professor, Joe Heim, his thoughts on the matter.

He says people in La Crosse are more conservative when it comes to change unless they think they have a pretty good idea of what's going to happen.  The referendum failed by a vote of 5,937 to 3,934.
