Traffic Circle Numbers 2 and 3 in La Crosse (corrected)

The latest traffic circle in La Crosse isn't meant just as a way to slow traffic. It's also meant as a so-called 'rain circle.' A way to soak up some rain water at 20th and Farnam on the southside to prevent flooding at the intersection. Public works director Dale Hexom has never been certain that it will work as advertised.   And still isn't certain it will do much to alleviate flooding that occurs with heavy rainfall.   Besides that traffic circle, another one may go in just a few blocks away.
